Put the bulgur wheat in a bowl and pour in the water. Cover the bowl with plastic wrap and let it sit for about 15 minutes until the wheat is tender.

Fluff bulgur wheat with a fork and let it cool to room temperature.

3 Add the chopped parsley, mint, tomatoes, cucumber, and pepper to the bowl of bulgur. Mix well to combine.
